Robert L. Seibert is a partner at Richards Rodriguez & Skeith, LLP. His practice focuses on all aspects of regulatory and administrative law – representing corporate and individual clients before state, federal and local regulatory agencies, especially in the construction trades and health care areas. He also litigates these matters in all state and federal courts.

On the construction side, Robert has been the general counsel for the Associated Plumbing Heating Cooling Contractors of Texas since 2005, and publishes a quarterly article in the Texas Journal called “The Legal Angle” concerning legal issues of interest to the plumbing and HVAC industries in Texas. He represents that statewide association in all of its legal matters. He also represents plumbing and HVAC companies throughout Texas in all aspects of their business, including licensing matters before the Texas State Board of Plumbing Examiners and Texas Department of Licensing and Regulation, defense of regulatory complaints and collection of debts. Robert also represents registered builders in front of the Texas Residential Construction Commission.

In the health care area, Robert had previously been an Assistant Attorney General for the state of Texas and represented the Texas Health and Human Services Commission, Department of Health, Department of Human Services, MHMR in all of their regulatory litigation and contract disputes. Since leaving the state, Robert has represented hospitals, physicians, nurses, pharmacies and pharmacists with all of their regulatory problems including licensing matters, defense of complaints and Medicaid program problems.

Robert has a broad range of general litigation experience in state and federal courts and also specializes in appellate work, handling many appeals with over 14 reported cases from the Texas Supreme Courts and Court of Appeals. He maintains numerous working relationships with regulators in many state agencies and understands how they operate and function on a day-to-day basis, which allows his clients to have confidence in his ability to solve their problems.

Robert believes in service above self and serving the community to further that belief. Robert is currently the Scoutmaster for Boy Scout Troop 2001 (Austin – Dripping Springs), and has served as a leader in the troop since 2004. “Helping our boys and young men turn into future well-rounded leaders is a very gratifying experience,” Robert says. Robert has lived in Austin since 1983 and gives back to the community at every opportunity.

Robert earned his Bachelor of Science degree in Chemistry from Texas A&M University and his Doctor of Jurisprudence degree from South Texas College of Law. Robert served as an Associate Editor-In-Chief of the South Texas Law Journal while in law school. After law school, Robert was appointed to serve as a briefing attorney to Justice Sears McGee.
